giant step toward fulfilling the goal set forth in the Housing Act of 1949, of "a decent home and a suitable living environment for every American family." While our primary emphasis is on stimulating private construction, the number of federally assisted low- and moderate-income housing starts planned for fiscal year 1979 will be more than four times what it was as recently as fiscal 1968-an increase from some 150,000 to some 650, 000. Housing starts are currently at the highest levels in 20 years. One of the achievements of this Administration of which I am most proud has been the dramatic progress we have made in increasing the supply of housing, including particularly low- and moderate income housing, so as to expand the range of housing opportunities for Americans in search of a decent home. It is not surprising, therefore, that public policies affecting the kind and location of homes available should be the subject of intense and widespread interest, and also of intense, far-ranging, and sometimes passionate debate.
